Inmates’ deaths prompt internal probe of county jail’s procedures
October 22, 2009Richland County officials are checking to see if there were any wrong doing following the deaths of two inmates within days of each other at the county’s jail.
Olin D. Taylor, 39, hung himself about 5:30 p.m. Saturday after making a ligature with shoe laces, Richland County Coroner Gary Watts said.
Angela Meitzner, 21, of Elgin, hung herself Tuesday morning after making a ligature with the sheet from her bed, Watts said.
The Richland County Administrator and Jail leadership are currently conducting an administrative review to determine whether all jail protocols and procedures were followed, officials said in a news release Tuesday.
Taylor, who was in a cell by himself, was booked into the Alvin S. Glenn Detention Center Thursday on several charges including those stemming from the assault of a woman, officials said.
Meitzner was charged with two counts of fraudulent checks and two counts of forgery, jail officials said. Meitzner, who was booked into the jail last Friday, was sharing a cell with three other inmates when the incident happened, Watts said.
The inmates found her when the lights came on around 5 a.m. and called the guards, he said.
Neither of the inmates left a note, Watts said. He said there were no other visible injuries on their bodies, but added that the investigation is still ongoing.
“Everything leads to suicide, but the cases are not closed yet,” Watts said.
